Consumer Alert: Protect Yourself and Loved Ones from Home Improvement Scams Targeting Seniors

The District’s Department of Licensing and Consumer Protection (DLCP) is warning residents—especially seniors and their families—about home improvement and contractor scams that are specifically designed to exploit older adults.

These scams can drain your savings, leave your home in disrepair, and cause unnecessary stress. Scammers often take advantage of seniors by using high-pressure tactics, confusing contracts, or the assumption that you don’t have anyone advocating for you. But you are not alone—DLCP is here to help.

Common Red Flags to Watch Out For:

  • A “contractor” shows up at your door offering to trim trees, repair your roof, or do yard work—and pressures you to act fast.
  • You’re told your home is in danger unless urgent repairs are made, but the person does not have the proper license, insurance, or credentials.
  • A contractor demands a large deposit or full payment upfront before work begins.
  • You’re hit with surprise fees, drawn-out timelines, or constant requests for more money during the project.
  • Contracts are vague, or you're asked to sign incomplete paperwork.


Some Simple Steps to Stay Safe:

  1. PREVENT
    Before hiring anyone, research the contractor thoroughly. Use SCOUT
    (https://scout.dlcp.dc.gov/), DLCP’s license verification system, to confirm their credentials and licensing.
  2. RECOGNIZE
    Always get at least three estimates from different contractors. Carefully review the full contract—check the payment schedule, materials listed, and the timeline for completion.
  3. RECORD
    Put everything in writing. Keep copies of contracts, receipts, and any correspondence. Have a trusted friend or family member review everything before you sign.
  4. REPORT IF YOU FEEL UNSAFE
    If a contractor is making you feel uncomfortable, pressured, or threatened—trust your instincts and take immediate action:
    - Call 911 right away if you believe you are in danger or someone is acting aggressively or won’t leave your property.
    - For suspicious or inappropriate behavior that is not an emergency, contact the DC non-emergency line at 311.

Know Your Rights

Contractor fraud and elder abuse are violations of the Consumer Protection Procedures Act (CPPA). DLCP can impose penalties starting at $1,000 issue cease and desist orders, and suspend or revoke business licenses. Licensed professionals may also face disciplinary action from their professional licensing boards.
