The Department of Licensing and Consumer Protection (DLCP) is excited to announce the implementation of the Business and Entrepreneurship Support to Thrive (BEST) Act—a major step forward in simplifying and modernizing how businesses are licensed in the District of Columbia.
What is the BEST Act?
The BEST Act is a transformative initiative designed to make it easier, more affordable, and more efficient for DC residents to start and operate a business. By reducing complexity and costs, the Act supports a more inclusive and thriving business environment.
What’s Changing?
Fewer License Categories
DLCP is consolidating over 100 business license and endorsement categories into just 13 streamlined categories. This change will help entrepreneurs more easily identify and apply for the correct license.
Flat Fee Structure
The BEST Act introduces a simplified fee structure that reduces both initial and renewal licensing fees, lowering financial barriers for new and existing businesses.
Streamlined Requirements
Outdated and unnecessary licensing requirements will be removed, making it faster and easier to obtain a business license.
Reduced Penalties for Lapsed and Expired Licenses
To support business continuity, the Act caps penalties and introduces a fairer structure:
- $75: License expired for no more than 30 days
- $150: License expired for less than 6 months
- $350: License expired for less than 9 months (maximum penalty)
When Does It Take Effect?
The BEST Act is fully funded and will go into effect on October 1, 2025.
